Received a deficiency message after filing a case on Najiz? Or want your statement accepted on the first pass? This page — part of the Najiz guide on Hala Law — covers the common reasons a statement of claim is returned or not accepted, and how to avoid each one before hitting submit.

First: returned is not rejected

Confusing the two terms causes needless worry. They are different situations:

  • Return to complete deficiencies: an administrative step by case administration before the case is registered. Najiz explains that requests are screened after submission; acceptance brings a message with the case number and circuit, while deficiencies bring a completion message. Here the door is open to complete and resubmit.
  • A judicial ruling of inadmissibility or dismissal: a decision issued after the court hears the case, with entirely different effects from a mere deficiency message.

The interface steps and status messages referenced reflect the last verification on 26 June 2026; labels may change with platform updates.

Common reasons and how to avoid each

| Reason | How to avoid it | | --- | --- | | Wrong classification | Use the screening matrix before filing — see choosing the right claim type | | Missing claimant or defendant details | Enter the name, ID where available, national address, and last known address | | Insufficient power of attorney | Verify it covers pleading and defense, submitting requests, and objecting where needed | | Vague requests | State the request as a specific amount or action: "order payment of SAR 50,000", not "give me justice" | | Undrafted facts | Write what happened, when, who did what, and which document proves it | | Attachments that do not match the requests | Tie every request to a supporting document | | Combining unrelated requests | Do not mix unconnected claims in one statement | | Missing pre-filing requirement | In some commercial claims, the defendant must be notified in writing at least 15 days before filing; the money-claim notification service on Najiz can be used | | Deficiencies not completed in time | In commercial claims, if deficiencies are not completed within 15 days of notification, the request may be deemed never filed |

The statutory basis: what the statement must contain

Under the Law of Civil Procedure, the statement of claim must include the claimant's and defendant's details, the filing date, the court, the chosen domicile where needed, the subject of the claim, the requests, and the grounds — and unrelated requests may not be combined. Any gap in these elements invites a return, as does mixing incompatible claims in one statement.

The power of attorney: a recurring weak point

When an agent files, a frequent return reason is a power of attorney narrower than the submitted request. Verify it covers pleading and defense, submitting requests, and objecting where needed. The electronic power of attorney on Najiz page covers the clauses that matter in litigation.

Cost warning

Under the judicial costs regulation, if a case is dismissed or struck out for an undrafted claim and the claimant then wishes to proceed, a judicial cost may apply in certain cases. An undrafted statement may cost more than time.

Pre-submission checklist

  • The classification matches the legal relationship, the subject of the dispute, and the final request.
  • Both parties' details are as complete as possible: name, ID, national address.
  • The facts are drafted chronologically, each fact tied to a document.
  • The requests are numbered and specific — an amount or a defined action.
  • No unrelated claims in one statement.
  • The power of attorney, if any, covers the needed powers.
  • Pre-filing requirements are met, including the written notice in some commercial claims.

When do you need a licensed lawyer?

This guide helps you prepare the request and reduce deficiencies; it does not promise acceptance. A licensed lawyer or accredited consultant becomes more fitting when:

  • Returns keep recurring despite completing deficiencies — the flaw may lie in the legal characterization, not the data.
  • A ruling of inadmissibility or dismissal is issued; what follows involves procedural decisions with deadlines and consequences.
  • The statement needs precise drafting of requests, including primary and alternative requests.
  • A pre-filing requirement is disputed in its application to your case, such as the notice in commercial claims.

The court examines each case on its facts and documents; assessing a statement's soundness in complex cases remains professional work.
